Season the ground beef with 1 teaspoon of salt, black pepper, the cornstarch, and the dry sherry. Mix everything together well and let it marinate for 30 minutes. Wash the jasmine rice thoroughly twice and then cook it according to the package instructions, preferably in a rice cooker. Cook the frozen green beans in salted water in a wok until al dente and drain over a sieve. Finely chop the Sichuan peppercorns with a knife. Finely chop the garlic cloves and ginger. Heat sunflower oil in a wok and stir-fry the ground beef over high heat until well browned. Then remove from the wok. Fry the ginger, garlic, chili flakes, and Sichuan peppercorns in a little oil. Add the green beans and the fried ground beef and return to the heat. Season to taste with sugar and light and dark Chinese soy sauce. Finally, add the cooked rice and mix everything well.
