Cream the butter with vanilla sugar and powdered sugar until fluffy. Stir in the lemon and orange zest. Mix the flour, cornstarch, and baking powder and sift them into the butter mixture. Quickly knead everything with the Amaretto until you have a smooth, compact dough. Wrap the dough in a damp cloth and let it rest in the refrigerator for 1 hour. Then form the dough into round balls (about the size of a walnut) and place them on a baking sheet. Make a small hollow in the center of each ball. Bake in a preheated oven at 180-200°C (top/bottom heat) for approx. 10-15 minutes. After baking, remove the balls and dust with powdered sugar while they are still warm. Melt the milk chocolate (you can add a little more Amaretto if you like) in a water bath and place a dollop of chocolate into each ball. Allow to dry completely.
