Divide the cauliflower into small florets, slice the bell pepper and onion into strips, and chop the garlic. Heat a little oil in a pan and briefly sauté the garlic and onion. Add the cauliflower and bell pepper and cook over medium heat until the cauliflower is lightly browned but still slightly firm to the bite. Season with salt, pepper, and turmeric. Meanwhile, prepare the sauce. Chop the garlic and sauté it in a little oil in a small saucepan. Dissolve the starch in the water and add it to the pan along with the remaining sauce ingredients. Bring to a boil briefly until the sauce thickens. Divide the broccoli between 2 bowls and pour the sauce over it. Serve with rice or rice noodles.
