Cut the beef into thin slices. Finely chop the garlic and ginger and mix with the sugar, flour, sambal oelek, rice wine, 5-spice mix, and soy sauce. Mix the spiced sauce with the beef and let it simmer for about an hour. Brown the marinated meat in a wok for two minutes, preferably in two batches. Add the chopped vegetables and soaked mushrooms to the meat and stir-fry for two minutes. Then add the meat broth and simmer gently for another 3 to 4 minutes. Season with the fish and oyster sauces and let simmer briefly. Serve with fragrant rice.
