Mix the two types of flour in a bowl and make a well in the center. Crumble in the yeast and mix with 4 tablespoons of milk, sugar, and a little flour from the edge. Cover and let rise in a warm place for about 15 minutes. Knead the remaining ingredients, along with the finely chopped chives, into the pre-dough and let rise for 30 minutes. Then knead the dough on a floured surface and shape into rolls. Brush the surface with water and sprinkle with sesame seeds. Place on a baking sheet lined with baking paper and let rise for another 30 minutes. Cut diagonally several times. Bake on the middle rack in a preheated oven at 230°C (top/bottom heat) for 10 minutes, then reduce the temperature to 200°C (top/bottom heat) and bake for another 25-30 minutes.
