Bring the quinoa and water or broth to a boil, then simmer on low heat until the water has evaporated. Stir occasionally. Add the quinoa to a blender and blend into a dough. Preheat the oven to 200 degrees Celsius (400 degrees Fahrenheit). Spread the dough on a baking sheet lined with parchment paper and bake at 200 degrees Celsius (400 degrees Fahrenheit) for 15 minutes. Top with the desired ingredients and return to the oven for another 10 minutes.
