Own creation
Peel and wash the potatoes, halve or quarter them depending on their size, and boil for about 20 minutes, then drain. Wash the bell peppers and slice them into thin strips. Heat a little oil in a pan and dice a large onion. Fry the minced meat with the onion, 2 teaspoons of salt, and 1 1/2 teaspoons of pepper, along with the paprika, until the minced meat is cooked through. I also added a little paprika. Wash and chop the chives. Place the drained potatoes in a large baking dish. Sprinkle 3 pinches of salt over the potato layer and sprinkle half of the chives over it. Then add the minced meat and bell pepper mixture. Preheat the oven to 200°C (top/bottom heat). Place 3 cups of crème fraîche in a bowl and mix with the remaining chives, 100 ml of milk, and a little salt. Spread the crème fraîche on top. Then place the whole thing in the oven for about 20 minutes.
