Wash and peel the potatoes and grate them coarsely. Peel the onion and finely dice them. Mix the grated potatoes, onions, oats, and egg into a thick mixture. Season with salt, pepper, and nutmeg. Bake 4 pizza bases one after the other in a non-stick pan. Use only a little fat. For the topping, clean and slice the mushrooms. Remove the seeds and membranes from the bell pepper, wash, and cut into strips. Coarsely grate both cheeses and mix. Preheat the oven to 280°C (550°F). Place the pizza bases on a baking sheet. Top with the pizza tomatoes first, then with the mushrooms and strips of bell pepper. Season with salt and oregano and sprinkle with the cheese. Place in the preheated oven and bake for 7-10 minutes.
