Sift flour into a bowl. Sprinkle sugar and salt over the flour. Crumble the yeast into the water, stir, and add to the flour along with the butter and egg. Knead everything into a smooth dough, finally kneading in the raisins. Cover the dough and let it rise until it has doubled in size (about 45 minutes). Then knead again and form into a log. Divide into 16 pieces and shape each into rolls. Cover the rolls and let rise for another 15 minutes. Brush with milk and bake in a preheated oven at 200°C until the surface is golden brown. This takes about 20 minutes.
