Preheat oven to 200 degrees Celsius. Slice the jacket potatoes. Roughly dice the onion and sauté in the oil. Add the ground beef and season generously with mustard, ketchup, salt, pepper, paprika, and oregano. Stir in the deseeded and finely chopped bell pepper. Simmer for 8 minutes while stirring. Slice the tomatoes and coarsely grate the cheese. Thoroughly grease a baking dish. Line the bottom of the dish with potato slices. Mix the ground beef with a few tomato slices and spread over the potatoes, then sprinkle with 3 tablespoons of cheese. Arrange the remaining potatoes on top in a shingle pattern, alternating with the tomato slices, and sprinkle with the remaining cheese. Bake on the top rack for about 30 minutes until the cheese begins to brown.
