Season the minute steaks generously on both sides with salt and pepper and paprika powder. Heat the fat in a pan and fry the steaks. Peel the onions and garlic and chop them into small pieces. Wash the bell peppers and chili and chop them into small pieces. Remove the steaks from the pan, add a little more fat if necessary, and fry the onions. Bring the pasta water to a boil in a saucepan. Caramelize the onions with a pinch of sugar. Add the garlic and then the bell peppers and chili. Briefly fry the tomato paste. Deglaze with a dash of white wine, if desired. Pour in the cream, stir, and bring to a boil. Season to taste and adjust seasoning if necessary. Return the steaks to the heat in the sauce. Drain the pasta and serve with something like fresh spring onions.
