Mix the oats, flour, and baking powder. Cream the butter with the peanut butter and the white and brown sugar until creamy. Then add the egg and vanilla extract and mix well until light and fluffy. Add the flour mixture and mix everything well. Form the dough into a ball and place it in the refrigerator for about an hour. Preheat the oven to 200°C and line the baking sheet with parchment paper. For each bear, you will need 1 slightly larger ball (about 18g) for the body and 1 ball (about 10g) for the head. Place these balls together on the prepared baking sheet. Place a very small ball in the center of the head for the nose. Then form 6 more balls of roughly the same size: 2 for the ears and two each for the arms and legs. Place everything so that the dough is touching. I then take the round end of a toothpick and make two small holes in the head for the eyes and one in the middle of the belly for the belly button. I then take a raisin and tear off very small pieces, shape them slightly round, and place them into the small holes using the pointed end of the toothpick. Gently press them in with my finger so that they don’t stick out too much. I always weigh the balls so they are more even and then process them one bear at a time. Finally, I make the eyes and belly buttons for all of them. Once they are all done, they go into the oven and are baked for 9-11 minutes. You have to check; I think they look best when the nose, ears, arms, and legs are a light brown color. Remove them and let them cool a little on the baking sheet (about 1 minute). Then, using a spatula, transfer them to a wire rack and let them cool completely. To store, place in an airtight container. Based on my measurements, it will make about 13-14 pieces.
