Halve the pointed cabbage and remove the stalk. Then cut the cabbage into pieces approximately 2 centimeters long. Peel the carrots, cut them into thirds crosswise, and cut them into fine julienne strips. Slice the spring onions diagonally into thin rings, peel the garlic cloves, and finely chop them. For the rice side dish, cook the rice in salted water and keep warm if necessary. Heat oil in a large pan and fry the minced meat until crumbly and brown. Add the pointed cabbage, carrots, and garlic and stir-fry until the cabbage has wilted and is beginning to brown in places. Stir in all but 1-2 tablespoons of the spring onions. Add the soy sauce, sesame oil, and chili sauce. Season to taste with salt and pepper, and more soy sauce, sesame oil, and chili sauce if desired. Serve the pointed cabbage with the rice, sprinkle with the reserved spring onions, and serve.
