a recipe from Trinidad and Tobago

Roughly dice the steak, mix with salt, pepper, chopped cilantro, parsley, and spring onions, and marinate for at least an hour. Caribbean marinating mix (Green Seasoning) is even better, as the cilantro is a poor substitute for the chadon beni it contains. Heat the oil and caramelize the sugar until very dark. Add the meat, stir well to ensure it is evenly coated with the caramel coloring, add a little water, and simmer covered over very low heat until the meat is tender, about 20 minutes later. Now add the diced carrots, then the bell peppers after another five minutes, and simmer covered until the vegetables are cooked. Add a little more water if necessary and spread everything in a greased baking dish. Combine the ingredients for the dough and knead well. Roll out thinly and use it to cover the casserole mixture. Pierce some air holes and bake in the oven at 180 degrees for about 15 minutes until the dough has turned a light brown color.
