Wash the potatoes thoroughly with a brush, quarter them, and place them in water. Peel the garlic. Rinse the herbs under cold water and shake them dry. Add 3 tablespoons of olive oil to a large, non-stick pan and heat until very hot. Drain the potatoes and add them to the pan with the whole garlic cloves. Season the potatoes with sea salt and pepper. Arrange the herbs on top and pour in the water. Close the lid tightly. Cook the potatoes at half heat for about 15-20 minutes, adding more water if necessary. When the potatoes are tender, remove the lid, add the remaining olive oil, and fry at full heat until crispy. Remove the herb sprigs before serving.
